Japan is well wired. That is not a reason to land without data. Google Maps, Translate, restaurant QR codes, Suica, JR delays: that happens in the street.

Plan A: a Japan eSIM before the flight

Install the QR on stable Wi-Fi. After landing, switch the eSIM data on. Switch EE / Vodafone / Three data off. Keep the line for SMS.
